These components are made to the required geometry. The drawing defines the finished dimensions and interfaces.

The sealing profile works within a housing and against a mating surface. Provide both interfaces, including clearances, contact finish and the way the seal is retained.
PTFE has limited elastic recovery compared with an elastomer. A design that needs energization must define that arrangement rather than assuming a rigid machined ring will recover the same way.
For a moving seal, give the stroke or rotation, speed, lubrication and duty cycle. Those inputs guide compound selection and the discussion of wear.
For a valve seat, identify the mating element, closure load and flow media. A seat dimensioned only from an old worn sample can reproduce an incorrect contact profile.

No. The gland, energization and fit must support PTFE behavior. A same-size substitution does not establish functional equivalence.
No. Spring-energized assemblies need their spring and retention design specified separately from the PTFE component.
